Homework hell

Our 7 year old had just started struggling with his homework. He has always been a bit dreamy, but lately he has been bringing extra work home that he hasn´t finished in school. His teacher acknowledges a slight problem, but he still got a very good report!
We can´t figure it out, as at home he can stare for an hour over the same page, and seems to have gotten to the stage where he is looking for us to do it for him!
It´s a double problem for him as of course it is all in Spanish, our second language, but I wonder if we made the mistake of helping him too much in the early days with the language, and now he has forgotten how to do it on his own!
Has anyone else got kids at school studying in a non-native language??
He is clever enough, but lacks the focus and concentration to get things done quickly!!
Have tried rewards system with pocket money, gold stars, but so far has not helped
